fork r zeta averaged from 33 yamaha tests

This r zeta is from 33 yamaha tests with the ls circuit disabled. Notice that zeta is not linear but dips in the middle.  Unsure if this is same for all forks, but because we are basing these target numbers on the 33 actual dyno tests, we will record as observed.
